Population growth, lack of investment, focus on reducing costs – the decline of our rivers has accelerated. In response – proposals to rearrange the regulatory deck chairs.
Baroness Barbara Young challenged us all at the Installation Lunch of the Worshipful Company of Water Conservators in the Ironmongers’ Hall in the City of London. Barbara is a long time friend and Honorary Member of the Company.
Pollution sources are not just from sewage discharges but also from built development, farming and roads, but we demand higher quality for bathing etc. We have not had a political debate on public priorities.
There is stronger pressure on the regulators to take action. OFWAT were over focussed on searching for competition in a monopoly industry and delivering the requirements of past governments to save money. But all restructuring creates distractions and costs. Any changes need to happen quickly. To be effective, regulators must have the resources, not just the powers.
How do we get money into essential investments, including new reservoirs, improving agricultural practice?
Those calling for renationalisation must consider the huge cost when public money is tight.  Public ownership didn’t produce investment and modernisation of assets in the past, hence privatisation. Should the market decide whether companies now thrive or survive?
As Chair of the Forestry Commission, the biggest land manager in England, Barbara Young said forestry was good for the environment and good for the economy. She encouraged the planting of trees on every riparian strip, providing many benefits including shading, habitats and flood prevention – a win, win, win. She applauded the new Master’s commitment to involve more young people in environmental projects, especially those not in education or employment, giving them hope.
Our new Master Tom Flood CBE thanked Barbara Young and outlined his plans for the year – fellowship, friendship and the future, especially supporting young people.
