In response to the Environment Agency (EA) consultation, the Water Conservators agreed, in principle, that the EA needs to be adequately funded to carry out its duties of permitting and enforcement for the Water Industry. But it suggested that the execution of the requirements of the Water (Special Measures) Act are recast as amendments to the existing scheme. There is a need for a clear overall strategy for EA funding, and the Company suggested that Defra should start work on a more structured approach to the funding of resources by users and polluters of environmental waters, including the government itself and suggested a Highway Drainage Levy.
