The Company has responded to the Defra consultation on a review of the 2013 Bathing Water Regulations. It has provided a comprehsine background on the subject and repeated its message about ‘piece- meal’ changes to policies and practices .It has drawn analogy with hazard and risk mangementt of Health and Safety at Work by suggesting Health and Safety in Wild Swimming with Bathing Place Risk Assessment and Mitigation. It warns that unless there is an integrated approach to the mitigation of risks from all sources that there might still be bathing water failure even after the implementation of water company programmes .It also warns that the extension of wild swimming , however designated is not likely to be de minimus in costs as suggested by the consultation and that widespread installation of effluent disinfection will be challenging.
